This was because the registry key «HKEY_Current_UserSoftwareClassesLocal SettingsSoftwareMicrosoftWindowsCurrentVersionAppModelRepositoryPackages» had Administrators set as the proprietor instead of the Combination account (This shows how rickety the Windows Apps are) only changing the proprietor retreat from to Combination would fix the apps for the buyer. After spending 6 days non a halt working on this and why it happened, I compassion it was permissions allied since the proprietor of the key was different. Turns out having the COMBINATION account added to the administrators company was the trigger. For some urge when Windows would initiate a new buyer it would set the proprietor based off the company instead of the account, very odd I know. The program normally added the combination account to the administrators company as it was a fix from xp and windows 7 where sometimes the combination account wouldn't have voluptuous access (Before the repairs where applied). The program no longer does this for Windows 7 and newer and even now removes combination from the administrators company, so if you ran Windows on a combination before and run it again it will expunge it for you. Creating New users on Windows 8, 8.1 and 10 after all repairs have been tested and confirmed working just admirable after this update. Bug fix and progress. When restoring the negligence registry permissions to HKEY_USERS, if any other buyer hives, other than the going round buyer, where wealthy their permissions would got messed up (Their defaults where never restored).
